SLF-authored technical report identifying three core risk categories at SONGS' dry-cask spent fuel storage: (1) poor location — the Holtec ISFSI sits ~100 feet from the Pacific, with mean high tide only ~18 inches below the vault base; (2) poor technology — thin-walled single-walled canisters cannot be internally/externally inspected or repaired; (3) poor management — SONGS staff were undertrained, uncertified, and unsupervised per Rear Admiral Hering's firsthand comparison to DOD/Navy protocols.

This is SLF's own foundational technical case for the "Move the Waste" position. Centers on the August 3, 2018 near-miss (Canister No. 29 stuck for ~1 hour, "hanging by a quarter inch") revealed by whistleblower David Fritch.
